The reason why is because that implies he did much more of that, that it was his cause, and the record does not support that claim. Even though he did not support Nazi ideology, he unwittingly gave the Nazis much needed recognition by being the first foreign power to recognize Nazi Germany. That—whether the Pope liked it or not—facilitated Nazi aims.
